Grants military access to a country.

account_eff

type = account_eff which = [main/education/police/social] value = X

Changes the efficiency of the specified budget account with X percent.If which = main it affects all accounts

An example:

command = {type = account_eff  which = education  value = -1 }

This will reduce the efficiency of the education, increasing the cost with 1%

activate_building_type

type = activate_building_type which = [factory/RGO type]

Makes it possible to build a certain factory of RGO type. Used e.g. in inventions.

activate_division_type

Makes it possible to build a certain division or brigade type.

activate_torpedo_attack

type = activate_torpedo_attack

Makes it possible to attack with torpedoes, i.e. naval units with a torpedo attack value get this bonus from now on.

add_countryculture

type = add_countryculture which = [culture]

Adds the specified culture as a state culture.

add_division

type = add_division which = [division type] value = [brigade type]

Adds a division of specified type and attach a brigade if specified. See above for a list of valid division and brigade types (use value = nonefor no brigades). The division will appear in the forcepool ready for deployment.

type = add_division which = [division type] value = [brigade type] where = [province id]

As above, except that the unit will appear in the specified province.

add_pop

type = add_pop which = [culture/workforce] value = X where = [prov/-1]

Adds POPs of the specified culture/workforce type and X population in the specified province (or -1 for a random province). If X is negative, POPs will be removed accordingly.

addcore

type = addcore which = [province id]

Add claim to the specified province. If 'which = -1' is a random non-national province bordering the country, -2 is a random non-national province in the country, -3 is a random non-national province bordering your national provinces (in the country or outside).

ai

type = ai which = "[file name]"

Changes the AI file of a country to the specified file (filename must be quoted). Default location of the AI file is in the \ai folder.

alliance

type = alliance which = [country tag] value = [0/1] where = [country tag]

Enters an alliance with the country specified. If 'value = 1' the alliance will be defensive. If 'where' is set, that country will be an exception to the alliance.

allow_party

type = allow_party which = [party id]

Allows a defined (previously banned) party; 'which = -1' means all banned parties are allowed. See also ban_party below.

aristocrat_bonus

type = aristocrat_bonus value = X

Changes the income for aristocrats with X percent.

(comment by Andrelvis: According to this article, the aristocrat_bonus command and it's associated variable increase the aristocrat RGO efficiency bonus, not the aristocrat POPs' income)

army_revolt

type = army_revolt which = [province id] value = [% chance]

Defines a chance for army revolts in the state of the defined province. No which field mean the entire country.

attrition_mod

type = attrition_mod value = X

Changes the attrition modifier with X percent.

ban_party

type = ban_party which = [party id]

Bans a defined party. See also allow_party above.

barrel_exploits

type = barrel_exploits value = X

Defines how much the use of tanks reduces enemy entrenchment bonus.

bond_sale_mod

type = bond_sale_mod value = X

Changes the bond sale modifier with X percent.

break_guarantee

type = break_guarantee which = [country tag]

Breaks a guarantee of independence given to the specified country. See also the guarantee command.

build_division

type = build_division which = [div_type] value = [brig_type]

Builds a division of specified type and attach a brigade if specified. See above for a list of valid division and brigade types (use value = none for no brigades). The division will appear in the buildqueue and must be built before it can be deployed.

build_time

type = build_time which = [unit type] value = X

Changes the time it takes to build the specified unit type.

canal

type = canal where = [province id]

Is used to create the Panama (where = 1723) and Suez canals (where = 1002).

capacity_cost_mod

type = capacity_cost_mod value = X

Changes the building capacity increase modifier with X percent.

capital

type = capital which = [province id]

Move the countrys capital to the specified province.

capitalist_bonus

type = capitalist_bonus value = X

Changes the income for capitalists with X percent.

civilized

type = civilized value = [yes/no]

Changes a country's status as "civilized" or not.

clrflag

type = clrflag which = [keyname]

Clears the specified global flag. If the flag exists it is set to 0.

colonial_migration

type = colonial_migration value = X

Changes the colonial migration value with X percent.

colony_creation_prestige_mod

type = colony_creation_prestige_mod value = X

Changed the ratio defining how much prestige you gain from creating colonies.

constitution

type = constitution which = [democracy/constitutional_monarchy/monarchy/presidential_dictatorship/proletarian_dictatorship]

Changes the constitution of the receiving country to the specified type.

construct

type = construct which = [coaling_station/fort/mission/trade_post/railroad] where = [prov id/-1/-2]

Builds the specified claim building the province specified, where -1 is a random province and -2 is a random core province. Note: This will replace any previous claim buildings in the province, so use with care.

control

type = control which = [country tag] value = [province id]

Gives the specified country control (but not ownership) )over the specified province.

controlstate

type = controlstate which = [country tag] value = [province id]

Gives control (but not ownership) of the entire state with the specified province to some other country.

convert_pop_type

type = convert_pop_type which = [religion/ culture/ ideology/ workforce/ cultural_majority/cultural_minority/religious_majority/religious_minority] value = [religion/ culture/ideology/workforce/cultural_majority/religious_majority] where = [province id] when = X

Converts any POP type specified by the 'which =' into the type specified by the 'value ='. This affects the entire state where the province specified by the 'where =' is. If no where field is specified the change is for all states. X is a percentage of the total POPs. If no when field is specified the change is for all POPs

Some examples on the usage of convert_pop_type:

command = {type = convert_pop_type which = slaves value = farmers }

The command above will convert all slaves in the entire country into farmers (emancipation).

command = { type = convert_pop_type 
   which = socialist
   value = communist
   where = 833
   when = 20 
}

The command above will convert 20% of the socialists in the state of Bayern into communists.

These examples are all about changes within the same type (e.g. from one ideology to another), but you can also choose from one type and change a different type. For example you can choose from a defined culture and change their religion: command = {type = convert_pop_type which = yankee value = pagan where = 529 }

This will convert all Yankees in the state of Utah into pagans.

crime_fighting_eff

type = crime_fighting_eff value = X

Changes the modifier for crime fighting efficiency with X percent.

country

type = country which = [country tag]

Changes the country into the specified country.

deactivate_division_type

type = deactivate_division_type which = [division/brigade type]

Deactivates the specified division or brigade type.

defense

type = defense which = [unit type] value = X

Changes a specified unit type's defense value with X.

defense_spending_prestige_mod

type = defense_spending_prestige_mod value = X

Changes the modifier defining how much prestige you gain from defence spendings.

delete_unit

type = delete_unit which = [unit id/-1/-2/-3]

Removes the unit with the specified ID, or a random unit if 'which = -1'. If -2 a land unit, while -3 is a random naval unit.

detection

type = detection which = [naval unit type] value = X

Changes a naval units detection value with X.

diplomatic_efficiency

type = diplomatic_efficiency value = X

Changes the modifier for diplomacy efficiency with X percent.

education_modifier

type = education_modifier value = X

Changes the modifier for education efficiency with X percent.

end_access

type = end_access which = [country tag]

Revokes military access for the specified country; that is, they no longer get access to the country receiving the event.

end_dominion

type = end_dominion

Ends dominion status for the receiving country.

end_dominion_mastery

type = end_dominion_mastery which = [country tag]

Ends dominion mastery over the specified nation.

end_satellite

type = end_satellite

End satellite status.

end_satellite_mastery

End satellite mastery over the specified nation.

establishment

type = establishment which = [naval_industrial/army_industrial/banker_science/industrialist_science/traditional_academic/radical_academic]

Changes the country's Academic Establishment into the one specified.

event_chance

type = event_chance which = [event id] value = X

Sets the chance for the specified event to happend to X percent, given that all triggers are met.

executive_designation

type = executive_designation which = [parliamentarism/hms_government/laws_by_decree]

Changes the governments Executive Designation into the one specified.

factory_cost_mod

type = factory_cost_mod value = X

Changes the modifier for factory building costs with X percent.

fire_attack

type = fire_attack which = [land unit type] value = X

Changes the Fire Attack value of the specified land unit type with X.

flagname

type = flagname which = "flagname"

Changes the graphical flag used by the country. the 'which' value defines the filename of the new flag.

An example, an event for Austria (AUS): command = {type = flagname which = "republic" }

This command will look for files named ausrepublic.bmp in the folders gfx\map\flags and gfx\map\shields and use these. Note that you don't include the country tag or the '.bmp' in the the event command.

force_ruling_party

type = force_ruling_party which = [ideology]

Will try to institute a party corresponding to the given ideology.

fort_level

type = fort_level value = X

Sets the allowed max. level for forts (limited by techs).

GA_to_hit

type = GA_to_hit value = X

Changes the Gun Attack to-hit-chance value of naval units.

gain_building

type = gain_building which = [province id/-1] value = [type]

Adds a building in a province or state. If the building is a factory, the province specifies a state. Value = -2 means a random factory.

gain_tech

type = gain_tech which = [tech id]

Gives knowledge of the specified technology. Any possible ongoing research on this tech is cancelled.

gas_attack

type = gas_attack

Enables gas attacks.

gas_protection

type = gas_protection

Enables gas protection.

guarantee

type = guarantee which = [country tag]

Guarantees the independence of the specified country

gun_attack

type = gun_attack which = [naval unit type] value = X

Changes the Gun Attack value of naval units with X,

health_care

type = health_care which = [none/trinkets/low/acceptable/good]

Sets the heathcare system to the defined level.

hold_election

type = hold_election

Starts the election process (election in 9 months).

incflag

type = incflag which = [keyname] value = X

Increments the specified global flag with X. The 'value =' field is optional and set to 1 if omitted.

independence

type = independence which = [country tag] value = [0/1]

Grants independence to the specified country. The country have to be defined in revolt.txt (located in the db folder). If 'value = 1' the troops in the provinces will not switch allegiance, while 'value = 0' causes the troops in a province joining the new country to switch side to the new country. Note: Any troops you might have with the new countrys state culture will always switch allegiance, e.g. if you as the Ottomans release Armenia, any Armenian regiments you have will be transferred to Armenian control.

infantry_exploits

type = infantry_exploits value = X

Changes the infantry reduction of enemy entrenchment bonus.

inherit

type = inherit which = [country tag]

Inherits (annexes) the specified country.

land_fort

type = land_fort which = [province id] value = X

Changes the land fortification level of the specified province with X. Value can be positive (increase) or negative (decrease). 'Which = -1' means a random province.

leader

type = leader which = [leader id]

Activates the specified commander.

leadership

type = leadership value = X

Adds X leadership points to the country (negative X remove points).

leave_alliance

type = leave_alliance which = [country tag]

Makes the receiving country leave the alliance with the specified country. If no which field is specified all alliances are broken.

life_sustainability

type = life_sustainability which = [province id] value = X when = [1/0]

Changes the life sustainability value of a province with X. If no 'when' field is specified, or set to 0, the change is permanent, else it will gradually normalize over time.

literacy

type = literacy value = X

Changes a country' s literacy ratio with a set percentage. Note: X is 0.0 to 1.0, thus 1.0 = 100%.

loan_interest_rate

type = loan_interest_rate value = X

Changes the interest rate of state loans with X percent

loan_repayment_eff

type = loan_repayment_eff value = X

Changes the modifier for state loans repayment efficiancy with X percent

local_clrflag

type = local_clrflag which = [keyname]

Removes the local flag with the defined name.

local_incflag

type = local_incflag which = [keyname] value = X

Increments a local flag with X. If no value field the increment is 1.

local_setflag

type = local_setflag which = [keyname] value = X

Defines a local flag with the defined name and gives it value X. If no value field the flag is set to 1.

make_colony

type = make_colony which = [country tag]

Makes the specified country a colony of the receiving country.

make_dominion

type = make_dominion which = [country tag]

Releases the specified country as a dominion of the receiving country. If the country does not exist, it will be created if its core provinces are owned by the nation getting the event.

make_satellite

type = make_satellite which = [country tag]

Releases the specified country as a sattelite of the receiving country. If the country does not exist, it will be created if its core provinces are owned by the nation getting the event.

manpowerpool

type = manpowerpool value = X

Changes a country's available manpower with X. Value can be positive (increase) or negative (decrease).

max_elan

type = max_elan which = [unit type] value = X

Changes the max. elan value for the specified unit type with X.

max_organization

type = max_organization which = [unit type] value = X

Changes the max. organization value for the specified unit type with X.

maximum_workhours

type = maximum_workhours which = [8/10/12/14/24]

Sets the maximum workhours reform to the specified level.

may_dec_capacity

type = may_dec_capacity

Building capacity may decrease.

may_inc_capacity

type = may_inc_capacity

Building capacity may increase.

minelayer

type = minelayer which = [naval unit type] value = X

Changes the minelayer value of the specified naval unit type with X.

minesweeper

type = minesweeper which = [naval unit type] value = X

Changes the minesweeper value of the specified naval unit type with X.

minimum_wages

type = minimum_wages which = [none/trinkets/low/acceptable/good]

Sets the minimum wages reform to the specified level.

minority_emigration

type = minority_emigration value = X

Changes the minorities emigrating rate with X percent.

national_trauma

type = national_trauma value = [yes/no]

Enables/disabled the national trauma value.

national_value

type = national_value which = [liberty/equality/order]

Sets the country's national value to the specified value.

neutrality

type = neutrality

Dissolves all alliances and sets all satellites free.

party_system

type = party_system which = [multi_party/two_party/one_party]

Sets the country's political party system to the specified type.

peace

type = peace which = [country tag] value = [0/1]

Forces a peace with the specified country. If 'value = 1' the command will give a separate peace (and hence removal from the alliance), while 'value = 0' means a full alliance-wide peace.

pension_funds

type = pension_funds which = [none/trinkets/low/acceptable/good]

Sets the pension funds reform to the specified level.

plurality

type = plurality value = X

Changes the country's plurality value with X percent.

political_parties

type = political_parties which = [none_allowed/right_to_ban/all_allowed]

Sets the political parties reforms to the defined level.

political_reform_cost_mod

type = political_reform_cost_mod value = X

Changes the modifier for the cost of political reforms with X percent.

pop_cash

type = pop_cash which = [religion/culture/ideology/workforce/cultural_majority/cultural_minority/religious_majority/religious_minority/X] value = Y where = [province id]

Will change the amount of cash the selected POPs have with £Y (positive Y increases, negative decreases). In this command X is a percentage of the total POPs. If no where field is specified the change is for all states. The 'where' field affects the whole State of the specified province. See the command convert_pop_type for some examples of usage.

pop_change_income

type = pop_change_income value = X

Actual effect unknown. Used in global_revolutions.txt for the Great Depression events.

pop_consciousness

type = pop_consciousness which = [religion/ideology/culture/workforce/cultural_majority/cultural_minority/religious_majority/religious_minority/X] value = Y where = [province id]

Will change the consciousness of the selected POPs with Y (positive Y increases, negative decreases). In this command X is a percentage of the total POPs. If no where field is specified the change is for all states. The 'where' field affects the whole state of the specified province. See the command convert_pop_type for some examples of usage.

pop_dominant_issue

type = pop_dominant_issue which = [religion/ideology/culture/workforce/cultural_majority/cultural_minority/religious_majority/religious_minority/X] value = [new issue type] where = [province id]

Will set the dominant issue of the selected POPs to the defined issue. In this command X is a percentage of the total POPs. If no where field is specified the change is for all states. The 'where' field affects the whole state of the specified province. See the command convert_pop_type for some examples of usage.

pop_growth_mod

type = pop_growth_mod value = X

Changes the popolation growth modifier with X percent.

pop_ideology

type = pop_ideology which = [religion/ideology/culture/workforce/cultural_majority/cultural_minority/religious_majority/religious_minority/X] value = [new ideology] where = [province id]

Will set the ideology of the selected POPs to the defined type. In this command X is a percentage of the total POPs. If no where field is specified the change is for all states. pop_militancy

Will change the militancy of the selected POPs with Y (positive Y increases, negative decreases). In this command X is a percentage of the total POPs. If no where field is specified the change is for all states. The 'where' field affects the whole state of the specified province. See the command convert_pop_type for some examples of usage..

pop_research_mod

type = pop_research_mod which = [workforce type] value = X

Changes the specified workforces contribution to research with X percent.

press_rights

type = press_rights which = [state_press/censorship/free_press]

Set the press rights reform to the specified level.

prestige

type = prestige value = X

Changes the prestige of the country with X.

prestige_mod

type = prestige_mod value = X

Changes the modifier that decides how fast prestige is earned with X percent.

production_modifier

type = production_modifier which = [factory/RGO type] value = X

Changes the production modifier of a defined factory or RGO type with X percent. Used in e.g. inventions.

prov_owner_war

type = prov_owner_war which = [province id]

Declares war on the country that owns the defined province.

public_meetings

type = public_meetings value = [yes/no]

Set the public meetings reform to the specified level.

railroad

type = railroad which = [province id/-1] value = X

Changes the railroad level in the defined province with X.

railroad_cost_mod

type = railroad_cost_mod value = X

Changes the cost of railroad building with X percent.

railroad_level

type = railroad_level value = X

Sets the max. allowed railroad level (limited by tech).

range

type = range which = [naval unit type] value = X

Changes the range value of the defined naval unit type with X.

rebel_spawn_rate

type = rebel_spawn_rate which = [ideology] value = X

Changes the rebel spawn rate of a defined ideology with X percent.

receiveprovince

type = receiveprovince which = [province id]

The country receives the defined province (regardless of former owner).

receivestate

type = receivestate which = prov when = [0/1]

The country receives the state of the defined province (regardless of former owner). If ' when = 1' only claim buildings are transferred.

relation

type = relation which = [country tag] value = X

Changes the relation to the specified country with X. 'Which = -2' means all satellites and dominions, while 'which = -3' means all great powers. 'Which = -1' is a random country.

reliability

type = reliability which = [unit type] value = X

Changes the reliability of the specified unit type with X.

remove_building

type = remove_building which = [province id/-1]

Removes any buildings in the specified province.

remove_corruption

type = remove_corruption which = [province id/-1]

Removes any corruption in the defined province.

remove_countryculture

type = remove_countryculture which = [culture]

Removes the defined culture as a national culture.

removecore

type = removecore which = [province id]

Removes the specified province as a national province.

research_cost

type = research_cost value = X

Changes the cost of any research with X percent.

research_points

type = research_points value = X

Changes the country's research points.

research_time

type = research_time value = X

Changes the time of any research with X percent.

resource

type = resource which =[goodstype] value = X

Changes the stockpile of the specified good with X.

resource_perc

type = resource_perc which = [goodstype] value = X

Changes the stockpile of the specified good with X percent.

resource_type

type = resource_type which =[goodstype] where = [province id/-1]

Changes the produced good of the specified province.

resource_value

type = resource_value which =[goodstype] value = X where = [province id/-1]

Changes the base value of the good in the specified province. the which field is needed for random selection.

revanchism

type = revanchism value = [yes/no]

Enables/disables the revanchism value.

revolt

type = revolt which = [culture/-2] value = [division_type] where = [province id/-1] (when = [state])

Incites a revolt of a military unit. You can use the which field to specify a culture (or use which = -2 for the largest minority culture). If no which field any unit is chosen. The value field can be used to specify division type. If no value field any unit is chosen. The where and when fields are used to specify the location. If where is a province id, only units in this province may be affected. If 'where = -1' any random province is selected. If you want to target a random province in a state, you can use the when field.

Some examples: command = {type = revolt where = 910 }

This will make a random unit in the specified province, Sarajevo, revolt.

command = {type = revolt which = arabic value = irregular where = 1869 }

This will affect an irregular unit of arabic culture located in province 1869, Khartûm

safety_regulations

type = safety_regulations which = [none/trinkets/low/acceptable/good]

Sets the safety regulations reforms to the specified level.

same_culture_prov_prestige_mod

type = same_culture_prov_prestige_mod value = X

secedeprovince

type = secedeprovince which = [country tag] value = [province id]

Gives control and ownership of the specified province to the specified country.

secedestate

type = secedestate which = country value = [province id] when = [0/1]

Gives control and ownership of the state with the defined province to some other country. When = 1 means only claim buildings are transferred.

separatism

type = separatism value = [yes/no]

Enables/disables the separatism value.

set_religion

type = set_religion which = [religion]

Changes the state religion.

set_ruling_party

type = set_ruling_party which = [party id]

Sets the specified party as ruling party.

setflag

type = setflag which = [keyname] value = X

Sets the specified global flag with value X (where X is an integer). If no value field the flag is defaulted to 1. See below for more info on flags.

shock_attack

type = shock_attack which = [land unit type] value = X

Changes the shock attack value of the specified land unit type with X.

shore_bombardment

type = shore_bombardment which = [naval unit type] value = X

Changes the shore bombardment value of the specified naval unit type with X.

sleep_party

type = sleep_party which = [party id]

Deactivates the specified politival party

sleepevent

type = sleepevent which = [event id]

Sleeps the specified event so that it will not happend.

sleepleader

type = sleepleader which = [leader id]

Removes the specified (or random) leader.

social_anthropology

type = social_anthropology value = [yes/no]

Enables/disables social anthropology value.

social_reform_cost_mod

type = social_reform_cost_mod value = X

Changes the cost of social reforms with X percent.

speed

type = speed which = [unit type] value = X

Changes the speed value of the specified unit type with X

strata_income_mod

type = strata_income_mod which = [rich/middle/low] value = X

Changes the tax efficiency of the defined strata with X percent.

supplyconsumption

type = supplyconsumption which = [unit type] value = X

Changes the supply consumption of the specified unit type with X percent.

switch_allegiance

type = switch_allegiance which = [country tag] value = [unit id]

The specified unit (or random if 'value = -1') switches allegiance to the specified country.

TA_to_hit

type = TA_to_hit value = X

Changes the Torpedo Attack to-hit-chance for naval units.

tariff_eff

type = tariff_eff value = X

Changes the tariff efficiency with X percent.

tax_eff

type = tax_eff value = X

Changes the tax efficiency with X percent.

tech_prestige

type = tech_prestige value = X

Is used in inventions, like the culture techs. The command gives prestige to the receiving country, where the number of prestige points depend on how many countries already have the invention.

terminate_loans

type = terminate_loans

Terminates (removes) any loan.

torpedo_attack

type = torpedo_attack which = [naval unit type] value = X

Changes the torpedo attack value for the specified naval unit type with X.

trade_unions

type = trade_unions which = [none/non_socialist/socialist/all]

Sets the trade unions reforms to the specified level.

transport_capacity

type = transport_capacity which = [naval unit type] value = X
